The ingredients in the chemicals vary because of the 2 different dispersants. They both contain organic sulfonic acid salt and propylene glycol. The difference is the third ingredient, 9500 has distalles, and 9527A has 2-Butoxyethanol.
Because if they lessen the toxic, the oil wouldn't be removed by the chemicals. The aerosol form would even have less effect on the oil and just add to the toxin.

3.they turn the oil into droplets and make them rise to the surface
